Putin signs Digital Currencies and Digital Rights Law; New regulations will take effect on September 1

According to CoinMeta, Wu said that Russian President Putin has signed Law No. 282-fz on Digital Currencies and Digital Rights, and the new regulations will come into effect gradually starting from September 1st. After passing a risk assessment, non-qualified investors will be able to purchase up to 300,000 rubles worth of cryptocurrencies per year through licensed intermediaries. Exchanges, brokers, custodian institutions, and exchangers will fall under the supervision of the Russian Central Bank. The law sets a transition period until July 1, 2027, after which cryptocurrency transactions must in principle be conducted through licensed institutions or banks.
