The policy supports the construction of infrastructure in eligible computing power parks through local government special bonds and policy-based financial tools, and encourages the establishment of public service facilities such as computing power scheduling platforms, computing power supermarkets, and token factories. Focusing on the needs of large model training and inference, as well as industry model development, there is a moderate forward-looking layout of intelligent computing facilities, with accelerated construction of ten-thousand-card-level intelligent computing clusters. The proportion of general computing, intelligent computing, and supercomputing is reasonably allocated to continuously increase the share of intelligent computing.
