Russian Central Bank Issues Draft Regulations on Digital Currencies

According to CoinMeta, and as reported by TASS, the Russian Central Bank has released a regulatory draft proposing to include digital currencies in the scope of assets for prudential regulatory indicators such as the calculation of capital adequacy ratios for professional participants in the financial market. This applies to institutions such as brokers, asset management companies, foreign exchange traders, and cryptocurrency exchangers. When calculating their own funds, these institutions are only allowed to include cryptocurrencies that are permitted to circulate on exchanges, and their value must not exceed 25% of the total amount of assets included in the calculation. Moreover, these cryptographic assets must also be registered and held by cryptocurrency custodian institutions, stated the Russian Central Bank.
