According to CoinMeta, as reported by an early issuer of in, the Solana Policy Institute CEO Miller Whitehouse - Levine stated at a blockchain seminar in Wyoming that the probability of the CLARITY bill passing before the mid-November elections is only about 10%. Currently, the bill has stalled during the congressional recess in August. Banks have objections to the revenue provisions for stablecoins, while securities and derivatives companies are concerned about the additional terms. Polymarket indicates that the probability of the CLARITY bill being signed into law by the end of the year is 21%, and Kalshi shows it to be 23%, both of which are down from 50% a month ago. Miller Whitehouse - Levine argues that the industry cannot wait any longer for Congress to take action.
