According to CoinMeta, Shanghai has issued the "15th Five-Year Plan for Accelerating the Promotion of New-Type Industrialization and Building a Modern Industrial System." The plan proposes to adhere to breakthroughs across the entire blockchain, advance in clusters, and promote research and development of key core technologies in integrated circuits. It focuses on building world-class industrial clusters in the core areas of Zhangjiang, Lingang, and Jiading with a "one body, two wings" approach. Efforts will be made to strengthen high-end design leadership, promote the high-end development of electronic design automation and intellectual property core technologies, vigorously cultivate leading enterprises in the industry, accelerate industry mergers and acquisitions and integration, and push high-performance computing chips, general-purpose processor chips, memory chips, interconnection chips, and smart sensors to reach international advanced levels. The plan also aims to improve manufacturing standards and packaging capabilities, accelerate the construction of major production lines, promote rapid iteration of manufacturing processes and a leap in production capacity, strengthen specialized manufacturing processes, and expedite the industrialization of advanced packaging technologies.
