The association supports limiting the obligations outlined in these rules—such as those related to KYC and CIP—to the primary market, where there is direct interaction between issuers and customers during issuance and redemption processes, and argues that these requirements should not extend to peer-to-peer transfers in the secondary market. Additionally, the organization suggests further clarifying definitions of terms such as “account,” “customer,” and “digital asset service provider” to avoid duplication with existing compliance requirements, and it supports allowing issuers to conduct customer identity verification more flexibly through regulated financial institutions.
