According to CoinMeta, ChangXin Memory Technology ( cxmt ) filed a lawsuit against the U.S. Department of Defense on August 28, 2026, requesting to be removed from the blacklist. ChangXin Memory stated that its chips are designed for civilian and commercial purposes, not military use, and claimed that it was incorrectly listed on the blacklist. The lawsuit has been submitted to the Federal District Court for the District of Columbia in the United States, with Defense Secretary Pete Hegseth also named as a defendant. ChangXin Memory pointed out that since its initial inclusion on the blacklist in January 2025, the company's reputation and business interests have been continuously damaged, and this action is taken to protect those interests. The U.S. Department of Defense stated in a statement that, according to policy, the department does not comment on pending or unresolved lawsuits.
