According to CoinMeta, as reported by dailian, the "2026 Digital Assets Policy Handbook" released by the Korea Digital Asset Exchange Association (daxa) indicates that after South Korea implemented early issuance bans in 2017, due to a lack of clear token issuance regulations, local crypto projects for a long time set up their issuing entities, contracts, and asset management operations overseas. For example, Klaytn and Wemix under Klaytn both issued tokens through entities in Singapore, while Metabora and Neopin moved their related operations to Dubai and Abu Dhabi, respectively. The report points out that differences in regulatory responsibilities for token issuers both domestically and internationally in South Korea, restrictions on corporate real-name accounts, and unclear business licensing standards are important factors hindering the return of such operations. Researchers call for clarifying regulatory boundaries and procedures for companies to return in the "Digital Assets Basic Act."
