According to CoinMeta, Wyoming Senator Lummis stated that Democrats voted against the Clarity Act rules they themselves drafted, which were intended to protect retail investors. Lummis mentioned that Democrats requested to reduce the annual crypto fundraising limit of the bill from $75 million to $50 million and to add a lifetime limit of $200 million. He said, "We agreed to these two requests and incorporated them into Clarity Act." The bill failed to pass in a key Senate procedural vote on September 15th.
