U.S. President Donald Trump announced on Wednesday that South Korea plans to invest up to $200 billion in the United States, with funds to be directed towards projects in energy and infrastructure. Of this amount, approximately $54 billion will be used for the long-planned Alaska liquefied natural gas ( LNG ) project.

This is the official announcement of the first batch of large-scale strategic investment projects under last year's US-Korea trade agreement framework. In addition to Alaska LNG, the investments also include the construction of 8 large nuclear power plants and a 6-gigawatt gas power generation facility in Texas.

Among them, the LNG project in Alaska has long faced high costs, difficulties in financing, and disputes over commercial viability. The entry of Korean funds is expected to provide a new source of financing for the project, but the Korean side has previously emphasized that U.S. investment projects need to meet commercial viability standards, so it remains to be seen whether the relevant funds will ultimately be secured.

Trump's announcement this time also has a clear political background. Alaska Republican Senator Dan Sullivan has long supported this project and is currently facing a re-election challenge from Democratic candidate Mary Peltola. Trump has recently been intensively promoting large-scale investment projects in the run-up to the midterms, presenting them as part of his trade and economic policy achievements.

$200 billion investment plan announced

Trump announced in the Oval Office of the White House that South Korea will invest up to $200 billion in the United States. This marks the release of the first batch of major projects under the $35 billion in U.S. investment commitments stipulated in last year's U.S.-South Korea trade agreement.

According to previous agreements, South Korea pledged to invest $350 billion in the United States, of which $150 billion was to be used in the shipbuilding industry, and another $200 billion for strategic investments. The projects announced this time fall under the latter category.

Apart from the LNG project in Alaska, Trump stated that South Korean investments would also include 8 large nuclear power plants and a 6-gigawatt power generation facility in Texas. The South Korean Ministry of Trade, Industry and Energy had previously indicated that the gas-fired power generation project in Encinal in Texas was the first project selected under the $200 billion strategic investment plan.

These energy projects correspond to the growing electricity demand in the United States. Nuclear power projects will serve the increasing electricity needs of sectors such as data centers and manufacturing, while gas power plants in Texas are expected to supply power to high-energy-consuming facilities like semiconductor factories and data centers.

$54 billion invested in Alaska LNG

Alaska LNG is one of the single projects with the largest amount in this investment plan, and it is also the core content of Trump's announcement this time.

The project plans to transport natural gas from the northern slope region of Alaska through a pipeline approximately 807 miles (about 1,300 kilometers) long to liquefaction facilities in southern Alaska, from where it will be exported to Asian markets. The White House stated that the project is designed to have a gas transmission capacity of about 3.9 billion cubic feet per day, and in LNG, the annual production capacity could reach up to 20 million tons.

The project has been in planning for many years, but it has always been constrained by factors such as construction costs, financing, and commercial viability. The developer Glenfarne has previously signed some preliminary purchase agreements with importer LNG, but no final investment decision has been made yet for the project.

According to Reuters, Glenfarne has previously received a commitment of 13 million tons per year, but an additional 3 million tons are needed to complete the financing and make all commitments binding. Japan's two major LNG importers, JERA and Tokyo Gas, have previously signed preliminary agreements to purchase a total of 2 million tons of Alaska LNG per year.

Therefore, although Korean funds may improve the project financing conditions, it does not mean that the project has completed its final commercial closure.

Concerns about the commercial viability and financial risks of such investments have emerged within South Korea. The chairman of the Trade Committee of the South Korean National Assembly, Kim Sung - won, stated before Trump's announcement that before considering political or diplomatic considerations, it is essential to thoroughly verify the commercial rationality and feasibility of these investments first.

Political Background: Mobilizing in Swing States to Counter Low Support Rates

The current political context endows this business announcement with even more significant strategic importance. Both Alaska and Iowa are key states where the Democratic Party is competing for Republican Senate seats, and there are less than five weeks until the midterms in 2026 in both states.

Just two days before announcing the Alaska project on Wednesday, Trump announced at the White House that a Minnesota company owned by an Indian industrial group would build a $15 billion steel plant in Iowa. Republican Representative from Iowa, Ashley Hinson, is engaged in a fierce battle for a Senate seat against his Democratic opponent, Josh Turek.

Sullivan also faces strong challenges. Former Congressman and Democrat Mary Peltola is actively competing for this seat. If the Democrats are to regain a majority in the 100-seat Senate, they need to gain four additional seats.

Currently, Trump's support rate has dropped to near a historical low. According to a poll conducted by the Public Affairs Research Center of Associated Press - NORC at the end of July, only about one-third of Americans approve of Trump's approach to the economy, and roughly seven-tenths of those surveyed believe that the current economic situation is poor.

Trump himself has also acknowledged that the Republican Party is facing headwinds and attributed the responsibility to insufficient campaigning. "I have done a poor job in explaining our policies," he admitted, and stated that he will embark on a series of road tours in the next 30 days, with stops including Texas, Alabama, Ohio, and Nebraska—all traditional Republican strongholds.
