Amazon is making great efforts to present itself as a "friendly enterprise" in the hope of gaining more social support for the construction of artificial intelligence data centers.

On Friday, this cloud computing giant issued a memorandum stating that the race for dominance in artificial intelligence is a "competition that the United States cannot afford to lose," and at the same time announced a number of measures to support the communities where its data centers are located.

This document, which is over 3,100 words long, was released by Matt Gorman, the CEO of Amazon Web Services ( AWS ). The document states that in the next five years, in addition to the commitments already made, Amazon will invest more than $1 billion in relevant communities. The funds will be used for education, vocational training, water resource protection, and other local livelihood projects that are a priority.

In response to the widespread concerns from the public regarding the impact of data centers on the environment, energy costs, and electricity prices, as well as doubts about their actual capacity to create jobs, Gaman has made a statement, while also warning that there is a plethora of misinformation circulating in society.

We are currently in a critical period, and data center projects are losing public support. Major tech companies are investing tens of billions of dollars to expand their computing power, but politicians who once strongly supported the infrastructure construction of AI are now beginning to criticize such projects. Amazon has stated that it plans to spend $220 billion on capital expenditures by 2026, with the majority of that going towards data centers.

Jamie Raskin, a senior Democratic member of the House Judiciary Committee in the United States, wrote letters on Tuesday to Amazon, Google, Meta, and Oracle, requesting information regarding confidentiality agreements related to data center construction that these four companies have signed with government officials.

Gaman stated on Friday that Amazon no longer uses such confidentiality agreements.

Tech companies are resolving the growing opposition to their projects by providing financial subsidies, organizing local communication meetings, and openly warning about the negative impacts that a slowdown in expansion may bring.

Amazon stated in a memorandum that the company will collaborate with local officials to ensure that economic benefits reach local residents; it will also hold open days at its operations sites to "encourage open dialogue." The document also mentioned that Amazon has data centers with leading energy efficiency levels and that in the future, it will release annual reports detailing the consumption of public resources and energy efficiency.

Some competitors announced measures to address public backlash earlier. In March, Microsoft announced that it would terminate confidentiality agreements with local governments where the proposed projects were to be located; Meta established a $1 billion fund in August to benefit the communities where their data centers are located.

Speaking of confidentiality agreements, David Zabolsky, the head of Amazon's Global Affairs and Legal Affairs, stated in an interview: "The industry used to be accustomed to acting in secrecy, and some of these practices were simply a result of path dependence. It no longer makes sense to continue requiring the signing of confidentiality agreements nowadays; local leaders need to be able to disclose relevant information to voters."

In a memo on Friday, Gaman compared the construction of the AI data center to the building of interstate highways in the United States in the mid-20th century, stating that both are historic moments capable of reshaping a nation's economy and determining its future. At the same time, he issued a warning regarding the data center construction bans proposed in some regions.

"If such bans are implemented, it would be equivalent to the United States voluntarily choosing to lose in this competition, and the negative impacts will last for several generations. As a country, we cannot afford such an outcome," Gaman wrote.
