News from the home of IT on October 9th: The Central Committee of the Communist Party of China and the State Council have issued the "Opinions on Developing New Productive Forces" today, proposing 19 major tasks for development and reform, adhering to four principles: "innovation-led, reform as key, adaptation to local conditions, and establishing before breaking."
The "Opinions" place "vigorously promoting scientific and technological innovation" at the top of the five major tasks, proposing to strengthen original and disruptive scientific and technological innovation, accelerate breakthroughs in key core technologies, coordinate the construction of national strategic scientific and technological forces, reinforce the primary role of enterprises in scientific and technological innovation, and speed up the transformation of scientific and technological achievements into real productive forces.
In terms of fostering and strengthening emerging industries, the 'Opinions' propose to focus on building new pillar industries. It is necessary to accelerate the development of strategic emerging industries such as next-generation information technology, new energy, new materials, intelligent connected new energy vehicles, robotics, biomedicine, high-end equipment, and aerospace. Strategic emerging industry clusters with unique characteristics and complementary advantages should be established according to local conditions, promoting resource aggregation, concentration of key players, integration of achievements, and collaborative division of labor.
The "Opinions" propose to deepen professional division of labor within industries and products, promote cross-industry and cross-regional integration, and avoid "involution-style" competition. A cross-regional industrial cooperation mechanism should be established with the industrial chain as the leader and enterprises as the main body, supporting the eastern regions in driving the development of emerging industries in the central and western regions as well as the northeastern region according to local conditions. On the premise of ensuring safety, the healthy and orderly development of the low-altitude economy and commercial aerospace should be promoted.
In terms of future industries, the 'Opinions' propose to proactively layout for future industries, explore diverse technical routes, typical application scenarios, viable business models, and market regulation rules. It aims to promote the development of industries such as quantum technology, bio-manufacturing, hydrogen energy and nuclear fusion energy, brain-computer interfaces, embodied intelligence, and sixth-generation mobile communications, and to accelerate the formation of a relatively complete industrial ecosystem.
The "Opinions" also propose to establish a mechanism for future industrial investment growth and risk sharing, make full use of existing fiscal policies to support the development of future industries, and guide social capital to continue to increase its investment.
In the field of artificial intelligence, the "Opinions" propose to fully implement the "Artificial Intelligence +" initiative, promote the transformation of traditional industries by AI, and accelerate the application of new-generation intelligent terminals such as intelligent connected new energy vehicles, AI-powered smartphones and computers, and humanoid robots.
At the same time, the "Opinions" propose to accelerate innovation in digital and intelligent technologies such as artificial intelligence, break through in basic theories and core technologies, and strengthen the efficient supply of computing power, algorithms, data, etc. It is necessary to adapt measures to local conditions and implement industry-specific strategies to layout national artificial intelligence industry application pilot bases and high-value application scenarios, and vigorously promote the application of artificial intelligence in various industries.
The document also proposes to establish systems for technical monitoring, risk warning, and emergency response to ensure that artificial intelligence is safe, reliable, and controllable.
