The UK has set a target date to increase defense spending to 3% of the gross domestic product ( GDP ), and the Chancellor of the Exchequer also announced billions of pounds in aid for Ukraine, calling it a "clear message" to Moscow.
John Healey ( John Healey ) set a target of 3% for Wednesday by 2030, while reiterating the UK's commitment to NATO to achieve a target of 3.5% by 2035.
During the previous government, Hilli resigned from his position as Minister of Defence due to insufficient defense spending. As Chancellor of the Exchequer, he presented his first annual budget, emphasizing that we are now in "a new era of threats."
"Today, we send a clear message to Moscow: the UK will stand with Ukraine for as long as it takes," he said while announcing an additional 10 billion pounds (13.3 billion US dollars) in economic and military support. This support will consist of loans, export financing guarantees, and 500 million pounds in emergency military funds for this winter.
Hillie told the members of parliament that the government will announce details on how to achieve the defense spending targets during next year's expenditure review.
"As we look ahead to the expenditure review, we are starting from a stronger position, as expenditures are already at a higher base. We must make choices regarding priorities," he said.
"Today, I am working to achieve this goal in a fiscally sustainable manner," Hilly stated against the backdrop of public finance under pressure and rising borrowing costs.
Hilli also stated that the National Wealth Fund and British commercial banks will invest up to 5 billion pounds over the next four years in defense, dual-use technology, and other industries that support national security, in order to strengthen the UK's defense industry base, support domestic supply chains, and attract private investment.
IG Chris Bosomworth, the UK's chief market analyst ( Chris Beauchamp ), stated that Hilli's statement lacks details, but "it seems that the defense department will receive the funds that Hilli said were needed when he was Defense Minister."
"The specific details will be announced next year, but it seems that the spending spree by companies like Rolls-Royce ( Rolls-Royce ) is still on track, although we may have to wait a bit longer," he added.
Hillie also announced that Rolls-Royce will collaborate with the UK government to develop next-generation turbine engine technology, with an investment worth 2.5 billion pounds.
