UK Financial Conduct Authority considers relaxing ban on predictive market trading

According to CoinMeta, the UK Financial Conduct Authority (FCA) is discussing relaxing restrictions on the retail financial forecasting market, but as of September 7, 2026, no policy changes have been announced yet. The FCA has held discussions with trading platforms and may reopen the financial forecasting market to retail investors. Industry representatives stated that British consumers are already able to access overseas platforms including Kalshi and Polymarket. In April 2019, the FCA permanently banned companies from selling binary options to retail consumers, considering these contracts similar to gambling to be high-risk and difficult to assess accurately. Although the FCA's latest stance still regards forecasting contracts related to financial and certain climate events as binary options, no public consultations or proposals have resulted from these discussions.
