Korean Blockchain Industry Promotion Association suggests revising the token securities system

According to CoinMeta, and as reported by the Korean edaily, the Korea Blockchain Industry Promotion Association ( kbipa) recently submitted a memorandum to the National Assembly's Government Affairs Committee, suggesting changes to the current token securities ( STO) regulations. These suggestions include re-examining the rule that prohibits transfers between different distributed ledgers and relaxing restrictions on the use of public blockchains and participation by non-financial institutions. The association stated that the Financial Services Commission of Korea has plans to extend token securities to stablecoin networks for settlement and inter-operability between different ledgers in the future. However, the current rules require that the same securities can only be managed within a single ledger, which may conflict with medium- to long-term policy directions. The association recommends adopting "controlled interoperability," allowing cross-ledger transfers under the premise that the issuance volume and rights relationships are verifiable, and introducing regulatory sandboxes for interoperability.
