The judge also refused to allow the plaintiffs to amend their complaint again. The court held that the plaintiffs failed to prove that Meteora constituted an unlawful entity that could be prosecuted, and the allegations of RICO against the relevant defendants did not meet legal requirements such as persistent criminal activity. The fraud charges against Ben Chow also did not meet the burden of proof standards. The court's ruling was based solely on the claims made in the lawsuit and legal requirements, and did not make any factual determinations regarding whether there was market manipulation or fraud during the issuance of LIBRA or M3M3.
