They recommend that Congress pass legislation to clarify relevant authorities in order to reduce regulatory inconsistencies. The report mentions the “clarity Act”; the House of Representatives version allows banks to use digital assets or blockchain for activities that are already permitted by current laws, while the Senate committee report version explicitly permits 11 types of cryptocurrency activities, including allowing banks to underwrite and trade digital assets more broadly.
