According to CoinMeta, the U.S. Treasury Department has taken action against a shadow bank associated with Russia, which is alleged to have helped Iran evade sanctions. The Treasury Department stated that Russian-related sub-agents handled over $17 billion in transactions related to oil transfers and payments linked to weapons for Iran. The Treasury Department's Financial Crimes Enforcement Network proposed to prevent U.S. financial institutions from conducting certain fund transfers related to these sub-agents of the network, while the Treasury Department's Office of Foreign Assets Control designated the broader network as an important transnational criminal organization. The Treasury Department noted that this network used third-country companies, forged trade documents, and misleading product descriptions to make sanctioned payments appear to be ordinary commercial transactions. It was found that these sub-agents handled over $17 billion in transactions between January 2025 and June 2026. The network claimed to have a larger volume of transactions; the Treasury Department indicated that as of January, they processed over 2,000 transactions per day, with a total transaction volume of over 7.5 trillion rubles, which is approximately $91.5 billion, accounting for about 13% of Russia's foreign trade in 2025.
