The Blockchain Association of America announced that former Commodity Futures Trading Commission (CFTC) commissioner CFTC Summer Mersinger will step down as the association's CEO on October 16 and leave the organization by the end of this year. The association stated that the former CEO Kristin Smith will return and take over the position as a temporary CEO. Mersinger joined the association in June 2025. Prior to that, she served as a member of the CFTC committee and left the regulatory agency three years before the end of her second term was scheduled to occur.

Mersinger indicates that she left CFTC to join the association at that time because she believed that the crypto industry needed clearer rules and also needed a more unified and credible voice in Washington.

The association emphasizes the progress of the stablecoin legislation bill.

In the announcement, the Blockchain Association mentioned that Mersinger has been involved in promoting the work related to the GENIUS Act. This act focuses on the regulatory framework for stablecoins in the United States. The association also stated that she has assisted in clarifying the regulatory guidelines of the U.S. Securities and Exchange Commission (SEC) and CFTC.

However, the announcement did not mention another bill that attracts more market attention, namely the "Digital Asset Market Clarification Act" ( Digital Asset Market Clarity Act, referred to as the CLARITY Act for short). This bill has always been one of the key legislative issues that the blockchain association has been promoting.

CLARITY The bill encounters obstacles in the Senate

Earlier this month, the CLARITY bill failed to gain sufficient support from Democratic and Republican senators in a procedural vote in the Senate. As widely anticipated by the outside world, this means that the bill may have difficulty moving forward in the short term and could even be put on hold until 2027.

From the information disclosed so far, the association has not yet explained the next steps after the departure of Mersinger, nor has it responded to whether they will return to related policy or industry positions in 2027.

This personnel change also reflects that the U.S. crypto industry still faces significant resistance when pushing for legislation in Washington.
