Republican senators in the United States may return to their respective states with a series of "information warfare"-style victories before the 2026 midterms, forcing Democrats to conduct procedural votes on two bills on Wednesday: one aimed at addressing affordability issues related to data centers, and the other restricting members' ability to profit from the stock market during their tenure.

It is unlikely that either of these two bills will overcome the 60-vote threshold for a filibuster in the Senate, as the Democratic Party has already expressed its opposition. Wednesday may be the last meeting day for the Senate before entering a more than one-month recess ahead of the elections.

The Democratic Party has been criticizing the 'Rate Payer Protection Act' ( Ratepayer Protection Act ). The bill was passed in the House of Representatives earlier this month with a vote of 417 to 3. The act will establish a regulatory framework for states to consider adopting, requiring large artificial intelligence data centers to bear the costs of their own energy infrastructure, rather than passing on these costs to users.

Senate Minority Leader and New York Democrat Chuck Schumer said during a speech in the Senate on Tuesday that this is a "bill for information warfare that has no teeth at all."

Schumer said, "This bill is a scam. I can summarize the flaws of the Republican Data Center Act in one word: optional."

New Mexico Senator and the Democratic Party's leader on the Senate Energy and Natural Resources Committee, Martin Heinrich, also expressed similar concerns. Earlier this month, when Ohio Republican Senator Jon Hesterd requested unanimous consent to swiftly pass the bill, Heinrich prevented it from happening.

Hesterde is in a "neck-and-neck" re-election race against former Democratic Senator Sherrod Brown. Brown accuses Hesterde of helping to bring data centers to the state during her tenure as lieutenant governor.

Hesterde and other Republicans may achieve a victory in the information warfare over the data center issue. In recent months, this topic has evolved into a strong campaigning issue, with opponents seeking to impose stricter regulations on developers.

The second bill is titled the "Stop Insider Trading Act" (Stop Insider Trading Act), which was passed in the House of Representatives in July with a vote of 232 to 198. This bill will prohibit current members of Congress from purchasing individual stocks, but it does not compel members to sell their existing investment portfolios, which has dissatisfied some Democrats who advocate for stricter trading bans.

The Republican Party also added a controversial voter identification clause to the bill, which is largely opposed by the Democratic Party.

Schumer also criticized this stock trading proposal on Tuesday, calling it a "dramatic farce," and referred to the voter identification clause as a "poison pill clause."

Schumer said, "The bill proposed by the Republicans today is like Swiss cheese legislation; it's full of loopholes. This is a step backward in addressing this critical issue."

Hesterde posted on X on Tuesday, stating that both proposals are "common-sense bills that involve bipartisan cooperation."

Hesterd wrote: "Reducing energy costs, requiring the presentation of photo ID cards when voting, and banning members of Congress from trading stocks could all become common victories for both parties. The only thing that stands in the way of us doing what the American people have asked us to do are the Democratic senators in the Senate."
