On October 2, during a rally in Mobile, Alabama, Trump stated that if the Republicans retained control of the House of Representatives and the Senate, he would disburse this funds. The latest transcript of the rally confirms that he repeated this commitment, which was first made at the Republican Party's mid-term elections convention in September.

The White House previously described the proposal as a cash distribution linked to the performance of the U.S. economy. Trump also stated that recipients must spend this money within the United States.

The $1.2 trillion problem remains unsolved.

This scale is extremely large.

Trump previously mentioned that approximately 240 million adult citizens could become eligible recipients. Calculated at $5,000 per person, this means that without considering financing costs, the total cost would be around $1.2 trillion; this figure is consistent with our previous estimates in reports analyzing the financing of "Trump's dividends."

Congress still needs to authorize this expenditure. Therefore, a Republican victory will not automatically trigger the payment, and there is currently no funding bill that has been passed.

The source of funds is a core unresolved issue. Trump has mentioned tariffs and stronger federal revenue on multiple occasions, but tariff revenues are still far below what would be required to fund the full payouts without borrowing or seeking other sources of funding.

In the context of the U.S. debt exceeding $40 trillion and long-term U.S. Treasury yields being at high levels, this becomes even more important.

Smaller-scale government checks are already being issued.

As this new commitment is made, the government is also distributing much smaller direct payments.

The White House announced that it will provide a subsidy of $90 to over 20 million Medicare Part B participants, with funds coming from the existing $2 billion Medicare Improvement Fund.

Nearly 1 million more Americans are expected to begin receiving refunds of $500 related to the Affordable Healthcare Act ( ACA ) starting in October.

These payments all have dedicated sources of funding, whereas the proposed dividend of $5,000 is not yet available at this time.

Its economic impact would also be much greater. An injection of $1.2 trillion could support consumer spending, but it might also increase inflationary pressures and government borrowing, which in turn could drive up yields on U.S. Treasury bonds.
