A relevant official from the Shanghai Stock Exchange stated that the first batch of active ETF initiatives must get off to a good start and take solid steps. At the same time, efforts will continue to enrich the public fund product portfolio and ensure high-quality supply. On October 21st, the General Offices of the Communist Party of China Central Committee and the State Council issued the "Opinions on Promoting the Deep Integration of Technological Innovation and Industrial Innovation," which call for the development of new productive forces and the construction of a modern industrial system as goals. Focusing on establishing an innovation system led by enterprises with collaborative participation from all stakeholders, the document aims to promote seamless integration across the entire chain, comprehensive coverage in all fields, and all-round support, thereby fostering a new pattern where technological innovation and industrial innovation promote each other mutually.
Specific arrangements were made in six aspects: promoting seamless integration of the innovation chain and industrial chain, supporting the construction of a modern industrial system with high-quality technological supply, strengthening industry-university-research collaboration led by enterprises, improving the efficiency of coordinated allocation of innovation resources, creating a favorable ecosystem for deep integration, and expanding the development space for such integration.

The "Opinions" propose to cultivate and strengthen emerging industries and future industries through original and disruptive technological innovations. It is necessary to enhance basic theoretical research and underlying technology development, carry out the identification of disruptive technologies, and accelerate scientific discoveries and technological breakthroughs. Implement industrial innovation projects to promote the construction of innovation facilities, technological research and development, and product iteration and upgrading in a coordinated manner. Accelerate the development of strategic emerging industries such as new energy, new materials, and aerospace. Build strategic emerging industry clusters with unique characteristics and complementary advantages according to local conditions, and focus on creating new pillar industries. Promote the healthy and orderly development of the low-altitude economy. In frontier areas such as quantum technology, bio-manufacturing, hydrogen energy and nuclear fusion energy, brain-computer interfaces, embodied intelligence, and sixth-generation mobile communications, explore diverse technical approaches, typical application scenarios, and viable business models, and accelerate the industrialization and commercialization of cutting-edge technologies to foster the emergence of future industries.
The State Administration for Market Regulation recently issued the national standard "Test Methods for In-service Inspection of Power Batteries in Electric Vehicles," which will come into effect on March 1, 2027. This standard applies to the inspection of power batteries in electric vehicles and covers application scenarios such as battery hazard identification, used car transactions, and functional testing.
This standard specifies the general test conditions for power batteries during service, clarifies inspection items such as appearance, airtightness, insulation, and thermal management systems, and provides methods for estimating the maintainable capacity ratio and the consistency of voltage and internal resistance.
The release of this standard addresses the issue of a lack of unified testing methods for the in-service inspection of power batteries in new energy vehicles. It enhances the technical condition of the batteries and the transparency of transaction information, protects consumer rights, and promotes the standardized operation of the after-sales market for new energy vehicles. By adopting standardized testing methods, it enables the high-quality and sustainable development of the new energy vehicle industry.
