OpenAI and Oracle Connect Enterprise Applications to ChatGPT: What Really Needs to Be Connected Are Permissions and Workflows

On October 27th, OpenAI announced an expansion of its partnership with Oracle, planning to integrate Oracle's enterprise applications and data into ChatGPT, while using the models and tools of OpenAI to develop new Oracle products. This announcement might easily be interpreted as "ChatGPT has another plugin," but the challenges in enterprise software are not merely about accessing data. Purchase orders, month-end closing, recruitment processes, and system security involve different roles and approvals; if a single entry point does not adhere to these boundaries, it is difficult for it to become part of the production workflow. By emphasizing unified login, organizational permissions, and approved operations this time, the two companies are indicating their attempt to move AI beyond being just a Q&A tool.

By emphasizing unified login, organizational permissions, and approved operations this time, the two companies are indicating their attempt to advance AI from a Q&A tool to the execution layer of business operations.

Not all specific products have been fully delivered yet. According to the announcement with the identifier OpenAI, Oracle is developing Oracle AI Workspace with the goal of integrating Oracle applications and data by ChatGPT, allowing employees to find information using natural language and complete approved processes. The new financial team member scenarios listed in the announcement represent the envisioned ways of use: employees can investigate costs, understand procurement decisions, and check what is still missing before the end-of-month closing of accounts. It cannot be assumed that all Oracle customers can already complete the closing of accounts within ChatGPT today. The announcement also mentions security, application development, and combination products for small and medium-sized enterprises, each with different status and delivery scopes that need to be considered separately.

The competition at the entrance is not just about model capabilities.

In the past, enterprise software was segmented by department: finance was handled in a separate financial system, procurement in a separate procurement system, and human resources had its own records. For employees to complete a cross-departmental task, they often had to first figure out where the data was located and who to approach for it, before then re-entering the results into another interface. The appeal of conversational interfaces is that they bring together “searching, understanding, and taking action” within the context of the same task, but they also exacerbate two old problems: whether the answers come from the correct business records, and whether the actions are properly authorized. Making a mistake in answering a question can be corrected; however, if an order is incorrectly modified or a process is inadvertently triggered, the consequences can be serious. Oracle’s value lies in its control over enterprise business data and processes, while the value of OpenAI lies in its natural language interfaces and models. The connection between the two must be through auditable, revocable, and permission-controlled operations, rather than arbitrary access to the database.

The Oracle AI Workspace mentioned in the announcement is currently in the development phase; therefore, when evaluating it, it is necessary to separate the vision from the actual usable functions. Corporate purchasers need to ask more detailed questions: which applications will be integrated first, which actions are read-only, which actions can be modified, whether approval will be handled by the existing system or a new interface, and how to roll back in case of failures. Unified login solves the issue of identity entry points, but it does not automatically address the granularity of authorization. Just because the model can understand tasks does not mean it inherently knows the internal corporate policies. If the workflow needs to span across finance, procurement, and planning systems, field definitions, record update timing, and employee roles may all differ. Whether the final experience is reliable depends on how the product handles these inconsistencies, rather than how smoothly a single natural language command is presented in the demonstration.

Oracle also announced Oracle AI Security Mesh, with the goal of using the OpenAI cybersecurity model to identify and fix vulnerabilities in applications and infrastructure; Oracle is responsible for managing the testing infrastructure and emphasizes that it is used within the scope of customer authorization. This does not allow the model to scan any targets on its own. The value of security products cannot be measured solely by the number of findings; false positives, the feasibility of repair recommendations, and permission audits are equally critical. Another Oracle App Composer is aimed at teams developing applications using tools such as Codex, connecting approved data with processes, which is managed and deployed by Oracle on OCI. It attempts to shorten the distance from prototype to sharing the application within the organization, but if the basic permission configurations are not clear, an increased development speed can also introduce errors more quickly into production.

Open procurement channels and those yet to be verified for implementation

The relatively clear change at this stage as announced is in the procurement channels: Oracle customers in the United States can purchase OpenAI API, Codex, and ChatGPT Work through Oracle Marketplace, using the existing procurement processes and eligible Oracle Universal Credits. This is different from the development status of Oracle AI Workspace and should not be confused with it. The reduction in procurement entry points eliminates contract and billing frictions, which is beneficial for existing Oracle customers to try out these services, but it does not mean that model capabilities, data integration, and internal governance are automatically completed. Enterprises still need to decide on data residency, access control, log retention, manual review of sensitive tasks, as well as the actual costs of different tools. If the original approval system cannot be mapped to these conversational operations, a unified interface may instead become a new point of risk concentration.

Two companies also provided examples of their own usage. Oracle reported having 130,000 active ChatGPT users and over 95,000 active Codex users. Their recruitment teams were able to compress a market research preparation process that usually took two to four days into just 15 to 20 minutes. These figures come from Oracle's reports and company cases, demonstrating the efficiency improvements that can be achieved with this approach on a large scale within a specific process. However, these results should not be directly extrapolated to suggest that all clients can achieve the same level of savings. Market research preparation is different from the final recruitment decision; the former can be assisted by AI, while the latter still requires human review of sources, job requirements, and fairness. For investors, these cases prove that there is demand, but what determines whether a product can generate sustainable revenue is still the proportion of external clients who continue to use it in real-world processes.

This collaboration also carries strategic implications. OpenAI is not content to merely be an independent chat window alongside enterprise software, and Oracle does not wish for its core applications to be bypassed through new entry points. Both parties need to allocate entry points, data, and execution rights within the same interface. As a result, the business model may shift from simply charging based on model usage to a combination of software licenses, platform usage, and business applications. The specific breakdown of fees, pricing details, and the full launch timeline are not mentioned in the announcement, so they cannot be inferred from the cooperation statement alone. What is worth watching going forward include the first batch of available applications, the details of permission control, the adoption by real customers, and whether the security products can operate stably within the authorized boundaries. If these issues are not resolved, even the most appealing "proxy-based enterprise" narrative will remain just a roadmap; if they are solved, then the way enterprise employees use software may truly change.

Robinhood Why Did the Stock Price Fall Today?
Robinhood Markets ( NASDAQ : HOOD ) fell by about 7% to 8% before the market opened after the release of its third-quarter financial report. The reasons include revenue and GAAP earnings per share falling short of expectations, a 55% year-on-year decline in crypto trading revenue, as well as pressure from narrowing trading price spreads and decreased net interest income. Despite record platform assets and growth in net deposits, investors are still concerned about its short-term profit prospects.
