San Francisco, October 29th / PRNewswire / -- Fathom, an independent non-profit organization dedicated to formulating and promoting AI governance policies, announced today the establishment of a new Executive Committee. The members include former governors from both parties, national security leaders, technology executives, and AI experts. This committee will assist in guiding Fathom in advancing the construction of its independent verification organization ( IVOs ) framework and support society in making a smooth transition to a world shaped by AI.

Fathom developed and advocated for the IVO framework: qualified independent experts licensed by the government evaluate AI models and systems according to public standards. Fathom also sponsored California's SB 813, which was signed into law in September and established the United States' first IVO framework. Fathom is also pushing for the bipartisan FRONTIER legislation led by U.S. Representatives Lori Trahan and Jay Obernolte; this legislation will establish independent verification as a core pillar of federal AI regulation.

Fathom, co-founder and CEO, Andrew Freedman, stated: "To achieve truly effective AI oversight at the pace of this technology's development is a generational challenge that requires a large-scale alliance across industries, parties, and even international borders. The committee we are launching today is composed of leaders who understand how policies function at the state government level, in national security agencies, and within the companies developing this technology. We hope to leverage their experience to help shape independent AI oversight that is feasible in practice and to guide us on how to navigate the transition to a world shaped by AI."

The Executive Committee members of Fathom include:

  • Mich is le Flournoy, the former Deputy Minister in charge of policy affairs at the Ministry of National Defense; WestExec Advisors is the co-founder and managing partner.
  • Stephen E. Biegun, former U.S. Deputy Secretary of State
  • Douglas Beck, former Director of Innovation at the U.S. Department of Defense and Chief of Staff Assistant to the Secretary of Defense; former Vice President of Americas, Northeast Asia, and Global Health, Education, and Public Sector at Apple Inc.
  • Jack Shanahan, Lieutenant General of the Air Force (retired); Part-time Senior Researcher at the New American Security Center (CNAS)
  • Steve Bullock, former Governor of Montana; former Attorney General of Montana
  • Brian Sandoval, former Governor of Nevada; President of the University of Nevada, Reno
  • John Giannandrea, former Senior Vice President of Machine Learning and AI Strategy at Apple Inc.
  • Gillian Hadfield, Johns Hopkins University Bloomberg AI Alignment and Governance Distinguished Professor
  • Geoffrey Irving, former Chief Scientist at the UK AI Security Research Institute; Resolution Co-founder and Chief Scientist
  • Peter L. Levin, Amida Technology Solutions, Inc. Co-founder and Executive Director
  • James Adams, Fathom Senior Advisor and Secretary of the Executive Committee

For more information about this committee, please refer to here.

Mich is le Flournoy indicates that: " AI is a matter of national security, whether it is in integrating AI systems at the Pentagon and within the intelligence community, or in preventing and mitigating potential catastrophic hazards. We need to be able to take these realities into consideration when formulating governance solutions. I look forward to helping to shape the approaches for Fathom."

Stephen E. Biegun indicates that the impact of AI on America's competitiveness and security will far exceed that of any single administration. To accomplish this, it requires the joint cooperation of people from all sectors of the political spectrum. Fathom has recognized this challenge and is bringing together leaders with different perspectives and experiences to help establish a approach that will stand the test of time.

Douglas Beck represents: "For most of my career, I have been working at the intersection of technology, scale, and public mission to drive results, whether in the government or the private sector. I am proud to join the executive committee of Fathom and look forward to helping to address the challenge of building governance for AI to make the world a better place than when we found it – and this governance should be effective in practice, not just on paper."

Jack Shanahan indicates: "Based on my personal experience leading two pioneering AI projects at the Pentagon, robust testing and evaluation are crucial for the successful adoption of AI. We quickly realized the value of independent testing, verification, and validation. Our business partners understood and welcomed this approach. The risks were too high to accept any other method."

Steve Bullock indicates that "each state will play an important role in how AI is regulated, and what they need are policies that can be truly implemented. Governors and legislators need to have credible expertise when deciding how to protect the public while supporting innovation. I am delighted to cooperate with Fathom in providing support as they engage in dialogue with state leaders regarding the governance of AI."

Brian Sandoval indicates that: AI can bring tremendous benefits to states such as Nevada, in both education and economic development, but people need to have confidence in this technology. Each state needs to be able to seize these opportunities, rather than simply expecting residents to believe that the technology will work as promised. I look forward to collaborating with Fathom to help ensure that this perspective shapes the future of AI governance.

John Giannandrea indicates: "I have spent most of my professional career building AI technology. I have seen its tremendous potential, as well as the difficulty in understanding and predicting its behavior. As these systems enter the lives of more people, we need a cautious approach to build public confidence while supporting innovation. I greatly appreciate Fathom for focusing on bringing together those who understand the technical aspects, policy challenges, and the practical constraints of both."

Gillian Hadfield indicates that "the traditional regulatory model – where governments attempt to achieve their goals by setting detailed technical and operational requirements – is unable to keep up with the demands that artificial intelligence and other advanced technologies bring to society. I have collaborated with Fathom for many years and know that they take the challenge of building effective AI governance very seriously. I have personally witnessed the important work Fathom has done in thinking about how to introduce more technical expertise into the system while ensuring democratic accountability."

Geoffrey Irving indicates that: " AI company is moving towards super intelligent AI systems at a pace far faster than the technological progress required to understand and mitigate security issues, including the catastrophic risks of getting out of control under AI. Fathom is helping to outline how we should respond to this challenge through policies and institutions, covering both the risks that technical mitigation measures cannot address and gaining time so that technological research has a chance to succeed."

Peter L. Levin indicates: "I have participated in enough government technology deployment projects to understand that the importance of execution is just as significant as the initial ideas. For independent verification to truly be effective, institutions need to know who is qualified to conduct tests, what benchmarks they will use, and what will happen if the system fails. Only when system owners trust the supervision process can it function to its full potential."

James Adams indicates: "The AI revolution is bringing a series of extraordinary challenges at an unprecedented speed and scale. Fathom is at the forefront of developing new solutions that will help the United States and the world adapt to these changes, creating security outcomes that contribute to enhancing global security where it is most needed."
