Central Bank of Russia: The crypto industry can operate within the legal framework by the end of the year

According to CoinMeta, Vladimir Chistyukhin, the first deputy governor of the Russian Central Bank, stated that Russia's cryptocurrency industry could begin operating within the legal framework as early as the end of this year. Currently, there are 27 related regulatory measures in place, including 7 core bills concerning registration systems, qualification requirements, digital custodian institutions, and whitelists. Twenty secondary bills are scheduled to be completed by the end of October. If the Ministry of Justice completes the registration process on time, the first batch of market participants are expected to obtain licenses by the end of the year. The laws regarding Russian digital currencies and digital rights came into effect on September 1st, allowing transactions to be conducted through exchanges, brokers, trust management institutions, as well as newly established cryptocurrency exchangers and digital custodian organizations. Non-qualified investors can purchase a maximum of 300,000 rubles worth of BTC, ETH, and USDT per year through a single intermediary, while qualified investors can purchase any amount of approved cryptocurrencies without restrictions. Import and export companies can also use cryptocurrencies for cross-border settlements without any limitations.
