It requires exchanges to provide details on their protective measures for each contract, including the independence of decision-makers, external verification capabilities, and monitoring adaptability. This document does not constitute binding rules, nor does it prohibit such markets. The Kalshi platform launched related markets and claimed to have responded to these requirements. CFTC revealed that an operator of a White House teleprompter had profited $107,500 by trading such contracts by gaining access to speech drafts in advance.
