The Federal Reserve Board of the United States has requested public comments on two proposals regarding the issuance of stablecoins. These proposals aim to establish a regulatory framework for regulated payment stablecoin issuers. The first proposal requires issuers to fully back their stablecoins with reserve assets, including short-term government bonds and other high-quality liquid assets, and to standardize capital requirements to address credit and operational risks. The second proposal will establish an application process for banks seeking to issue payment stablecoins, requiring the submission of business plans and financial information. The comment period will end 60 days after the publication in the Federal Register.
