According to CoinMeta, five departments issued a notice on the "Implementation of a Comprehensive Conservation Strategy Action Plan." They strengthened the control over energy conservation and carbon reduction at the source, strictly enforced the energy efficiency review and carbon emission assessment methods for fixed asset investment projects, and enhanced the comprehensive review and evaluation of project energy consumption, coal consumption, and carbon emissions. New (reconstructed, expanded) high-energy-consuming and high-emission industrial projects were required to implement carbon emission equivalence or reduction substitution, effectively managing and controlling such projects. In key areas for national air pollution prevention and control, new (reconstructed, expanded) coal-using projects were required to implement coal equivalence or reduction substitution in accordance with the law. There was a vigorous push to replace coal-fired boilers and industrial furnaces with cleaner alternatives, and coal-fired boilers with a capacity of 10 steam tons per hour or less were completely phased out. The transformation of coal-fired power units for heating and the construction of supporting pipeline networks were accelerated, and old and inefficient coal-fired units and boilers were eliminated. The phasing out of inefficient coal-fired facilities and equipment for agricultural, commercial, and residential use was also carried out in an orderly manner.
