In this process, the U.S. established the secret police organization SAVAK and created a strict security control atmosphere in society, which facilitated the then-government's suppression of any movements. On the eve of the victory of the Islamic Revolution, the U.S. even resorted to various means in an attempt to maintain its puppet regime."
