According to CoinMeta, Bitcoin developers are advancing a soft fork proposal known as BIP-54, aimed at fixing four consensus rule vulnerabilities that have existed since the protocol was launched in 2009. These include time distortion attacks, "toxic" blocks that require lengthy verification, a 64-byte transaction vulnerability in the blockchain tree, and the replay risk posed by duplicate coinbase transactions. The proposal was drafted by developer Matt Corallo in March 2019 and was assigned the BIP designation in April 2025. Testing vectors were merged by the end of 2025, and testing began on the Bitcoin Inquisition Signet network in February 2026.
