According to CoinMeta, the Democratic Party in the United States won control of both the Senate and the House of Representatives in the mid-term elections on November 3rd. Democratic Representative Yassamin Ansari publicly called for a priority to suspend advanced AI research and development upon the Democrats coming to power, to strengthen industry regulation, and to ban super artificial intelligence. This proposal has been included in the bill, which requires a suspension of training advanced AI systems that can perform 10^25 operations, as well as a ban on deploying similar systems that have not yet been released, until a newly established federal AI regulatory agency formulates safety rules. For super artificial intelligence that surpasses human capabilities, the bill proposes a permanent ban. Some Democratic governors, however, prefer to strengthen regulation while continuing research and development. The Democrats will take control of both houses of Congress in January 2027, but there is still no consensus within the party regarding the scope and duration of the research and development suspension, as well as whether to impose a permanent ban on super intelligence.
