According to CoinMeta, the 25th meeting of the Standing Committee of the 14th National People's Congress voted to pass the newly revised Water Law on November 6, which will come into effect on March 22, 2027. The newly revised Water Law consists of nine chapters, including general provisions, water resources planning, protection and development and utilization of water resources, allocation and conservation of water resources, management and protection of rivers and lakes, construction and operation of water projects, handling of water disputes and supervision and inspection, legal responsibilities, and supplementary provisions. The law stipulates that the protection, development, utilization, and conservation of water resources, as well as the prevention and control of water disasters, should implement the guidelines, policies, decisions, and strategies of the Party and the state. It emphasizes prioritizing water conservation, spatial balance, and systematic governance, and the coordination of government efforts with market mechanisms. The principles of comprehensive planning, overall consideration, addressing both symptoms and root causes, comprehensive utilization, and emphasis on efficiency should be followed. The law aims to maximize the multiple functions of water resources and to coordinate the management of water resources, water ecology, water environment, and water disasters.
